I contacted Volgistics about this issue and got the answer I suspected...this is more like and issue with the Internet Explorer you are using or with the hardware dirvers. I have copied Volgistics response below. And if you can tell me the make and model of your touchscreens I can help you look for updated drivers for those:

Thank you for giving us a chance to respond to this. Because Volgistics is a cloud based system, the computer's operating system (such as Windows 7, Windows XP, Linux, etc.) has very little to do with how the system operates. What is more important is the web browser (Google Chrome, Internet Explorer) that is used and the Internet connection itself. If these things are in order, then a problem with unresponsive touch screens may be related to the communication between the touch screen device and the computer itself. Here are some things that they could try to troubleshoot the issue.
1. First, connect a mouse to the computer that is operating the VicTouch display. Depending on their settings, they may also need to connect a regular monitor instead of the touchscreen monitor. Bring up the VicTouch module and use the mouse to click the numbers. If everything works fine, it points to the problem being with the touchscreen. In this case it may need to be re-calibrated, have a driver update, or be serviced.
2. If the same problems are occurring when the mouse is used, then it is likely that a problem with the web browser or Internet connection exists. The first thing to check is the settings if they're using Internet Explorer. Help topic 2328 "Nothing happens when you touch the Continue button on the VicTouch PIN number screen" here shows how to do this.
3. If this does not fix the problem, they should check the other settings for Internet Explorer as shown in help topic help topic 8270 "Setting-Up Internet Explorer for VicTouch" here.
4. If the problem is still not corrected, it may be that the computer or network has security devices such as firewalls or antivirus programs that are interfering. Devices must have exceptions for www.volgistics.com and the following URL addresses necessary to check the security certificates:

http://crl2.netsolssl.com/NetworkSolutions_CA.crl
Also, firewalls must be setup as shown in help topic 1046 "Configuring your organization's firewall for Volgistics" here to allow traffic to pass through without restrictions.
Generally these things are sufficient to correct any issues as long as the computer has been setup properly to start with as described in help topic 8271 "Setup a VicTouch computer" here.
